Constitutionalization

  • In view of the recommendations made by the ML Singhvi Committee, the 64th Constitution Amendment Bill was introduced in the Lok Sabha in July 1989 by the Rajiv Gandhi Government to make the Panchayati Raj Institutions constitutional and strengthen and liberalize. It was not passed by the Rajya Sabha.
  • The National Front Government introduced a new constitution amendment bill in June 1990, but the bill also fell as the government fell.
  • P.V Narasimha Rao moved a new proposal removing controversial provisions and introduced a Constitution Amendment Bill in the Lok Sabha on September 1991.
  • The bill was incorporated as the 73rd Constitution Amendment Act 1992.
  • Came into effect on 24 April 1993, i.e the 73rd Constitutional Amendment came into force. Therefore every year 24 April is celebrated as Panchayat Day.

  • This Act incorporated a new Part-IX in the Constitution of India.
  • It was through this act that the Panchayati Raj System got Constitutional recognition.
  • The legislation gave the 40th Article of the Constitution an experimental shape By the 73rd Amendment, Part 9 was added Under this, a total of 16 new Articles from Articles 243 to 243 and 11th Schedule have become part of the Constitution. Panchayati Raj consists of 29 subjects. The Panchayati Raj Institutions have the right to make laws.
  • Showing respect for Gandhi, the Constituent Assembly mentioned the Panchayats in Article 40 under the Directive Principles of State Policy.
